Newport Grand (formerly Grand Jai Alai)

Newport, RI

SGE dba Northeast Engineers & Consultants was retained to conduct environmental investigations and develop a remedial action plan after debris and ash were observed in geotechnical borings drilled at the 23-acre Newport Grand property.

Services Provided

  • Intensive investigation of the property including review of historic landfill records, review of historic photographs, interviews with persons knowledgeable about the landfill, observation of test pits, collection and analysis of soil, groundwater and surface water samples, and soil gas surveys. Research revealed that the former Newport City Dump was located beneath the main parking lot of the site.
  • Remedial Action Work Plan to address the soil contamination and methane gas identified
  • Design of a methane mitigation system to reduce the methane concentration below the parking lot. Soil contamination was mitigated by improving the condition of the existing parking lot so that it functioned as a cap.
  • Remedial action plan  for a proposed cinema to be built within the landfill boundaries. The plan included a methane mitigation system to prevent methane from entering the building. Alternatives were also developed to allow the construction of the building on top of the debris to minimize the need for off-site waste disposal.
